White House Deputy Press Secretary Sarah Sanders said that the executive order "will make significant progress towards Buy American and Hire American, the cornerstone of Trump's vision for a government that answers to the American workers who built this country". But it's not as straightforward as it sounds.

Trump's election campaign had been marred by his disparaging remarks against minorities in the US, including a call to ban all Muslims from coming to America as well as stopping Mexican migrants by building a long wall along the US-Mexico border.

It was unclear whether the latest such order would yield immediate results.

Point no. 2: Every agency shall scrupulously monitor, enforce, and comply with Buy American laws, to the extent they apply, and minimize the use of waivers, consistent with applicable law. In other words, nothing is happening immediately.

Also in the case of Australia, which had on Tuesday announced abolishing of a temporary work visa popular with Indians, the same approach was being followed with the government being in touch with the government of that country.

The order will call on those four federal departments to propose reforms to ensure H-1B visas are awarded to the most skilled or highest paid applicant.

Trump criticized the visa program, determined by a lottery, as an off-the-rails initiative that has driven down wages for American workers in the same fields.

USA is the not the only country to have tightened its visa rules.

But Trump says companies exploit the system to the disadvantage of American workers. He railed against the North American Free Trade Agreement as "a complete and total disaster" and complained that the United States had lost 70,000 factories since China joined the World Trade Organization. It makes it hard for entry-level computer programmers to get the work permit.

More than 15% of Facebook's US employees a year ago used a temporary work visa, according to a Reuters analysis of US Labour Department filings. It makes sense that would mean to make more products that say "Made in America".

The order doesn't seem to change the status of existing visa waiver rules in the United States and instead orders departments to review and identify potential "abuses" of the visa waiver system.

Trump's order also empowers federal agencies to reexamine loopholes in the government's procurement process. Trump asked a supportive crowd at the headquarters of Snap-on.
