Pence: Talks between U.S. and Japan could lead to free trade deal

"We appreciate the challenging times in which the people of Japan live with increasing provocations from across the Sea of Japan", Pence said after arriving from Seoul for talks with Abe.

USA vice-president Mike Pence said his administration would not relent until it achieves its objective of ensuring the Korean Peninsula is free of nuclear weapons.

He called it "another abuse of authority" by the United States, which holds the Security Council presidency this month, and a violation of the DPRK's sovereignty.

Abe said he supported Trump's stance that strategic patience with North Korea had run out, and that all options were on the table.

"We fully comply with the government regulations".

"At the same time dialogue for the sake of dialogue is valueless and it is necessary for us to exercise pressure".

U.S. officials say tougher sanctions could include an oil embargo, a global ban on North Korea's airline, intercepting cargo ships and punishing Chinese banks doing business with Pyongyang. His language was stronger than in a written statement he issued shortly after the launch, in which he simply said he was aware of the failure.

The ambassador stressed North Korea's resolve to stay calm in the face of aggressive policies of the Donald Trump Administration, which keeps deploying armaments in South Korea and trumpeting about its intentions to seek peace through the use of force along the way.

Global observers have warned that over the past decade North Korea has become adept at circumventing the United Nations sanctions, particularly so-called dual-use equipment that has both military and civilian applications.

South Korea has a three-stage defense system, the first stage is a preemptive strike option created to eliminate the North's offensive capabilities. He did not comment on what might have caused the missile to fail.

Mattis credited China with trying to help get the North Korea situation "under control" with the goal of denuclearizing the Korean Peninsula.

Mr Pence's comments, delivered in Japan, came a day after he spoke in South Korea where he said the "the era of strategic patience is over", a comment that was widely seen as hinting at United States military action.

China wants to cool tempers and would like to see a return to multilateral negotiations with North Korea.
