Valve is also making changes to the reporting and discipline systems within Dota 2.

A change has just rolled out for Valve's DoTA 2 that requires all players who wish to partake in the game's ranked mode to provide the developer with a unique telephone number.

"For the time being, players in these regions will need to join Ranked Matchmaking queues in one of the other nearby supported servers". Online services that create phone numbers will not work either. In North America, data from the FCC-backed NANPA can help determine the source of any such online phone numbers, but it's unclear whether Valve will also be able to confirm worldwide numbers in a similar way. You also won't be able to move your number around different accounts as there will be a three-month waiting period before said number can be used on a different account.

Players using multiple accounts create a negative matchmaking experience at all skill brackets, so our goal is to add just enough friction to this process that the number of players doing this will be noticeably reduced. Requiring a phone number should reduce this, since the majority of players will be forced to use their primary accounts for Ranked Play.

Valve asks for phone numbers to confirm Dota 2 player identities

With this new rule in place, players are given up to two weeks starting this Thursday to register a number to their account.

Other changes, including an option for solo queue players to only match up with other lone wolves and adjustments to party calculations, seem set to further deal with issues of smurfing in the Dota scene. Players that are frequently reported or detected griefing or abandoning matches early will now be banned from ranked matchmaking entirely for anywhere from a few hours to a few days. If you're a 4K solo player and 3K party, then you'll be apparently be queuing at around 3500 MMR. Check out Valve's blog post on the same for more information.

Lastly, Valve has cited low server population which results in abuse on the South Africa, India and Dubai servers. To combat what many would argue is widespread abuse of the DotA 2 Ranked Matchmaking experience.

In December 2016 Dota 2 received a massive overhaul that reworked the game's HUD, refined the map, hero console, top bar, and shop.
