He said the original objectives and intentions of a scheme should not be diluted and that the fruits of development must reach the intended beneficiaries.

The prime minister said schemes should be implemented without diluting the spirit behind it. There should be no dilution or diversion from the spirit in which it was conceived.

Modi said it was imperative that correct guidelines flow down from above and correct information flows up from below.

The prime minister said if villages have 24 hour power and water supply and are connected with optical cable for internet, teachers, doctors and bureaucrats would not hesitate in living there.

Talking about his ambitious "Swachh Bharat Abhiyan", Modi said that people in rural India have started mentioning toilets as "Izzat Ghars". Hence, same facilities should be made available in rural areas, he asserted.

A child in a village should get opportunities like a city student to experiment in a laboratory and use latest IT means, he said.

"Efforts have to be comprehensive and "outcome-driven" not "output-driven". At an event in Delhi, the Prime Minister also released a commemorative postage stamp on Nanaji Deshmukh.

Though heavy blows landed on Jayaprakash Narayan's collar bones, elbows and legs and made him senseless, Nanajee, then a Jan Sangh leader sprang to his leader's protection, covered him taking down most of the blows aimed at JP.

Hailing the role of Lok Nayak Jai Prakash Narayan in awakening the conscience of the nation, the Prime Minister recalled the inspiring life of JP, who even quit politics and chose to work in the interest of the people.

Born in Kadoli in Maharashtra's Parbhani district on 11 October, 1916, Nanaji Deshmukh founded the Deendayal Research Institute and was credited with exemplary work in education, health and rural self-reliance.

He also launched the DISHA portal, a smart-governance tool developed for MPs and MLAs for monitoring implementation of various programmes and schemes of different ministries in their respective constituencies through a single portal. He will inaugurate a Plant Phenomics Facility of IARI.
